LF Pure PvE Necro Build (No Dungeon)
As an -ahem- post-half-century person, I am finding this build I just posted forgiving, fun for open world PVE, and easy to play:

Another nice option would a Condition build where you just lay on the conditions, Epidemic them, and cripple/chill/kite them until they melt. A full Rabid build would work for that.

In open-world PvE, nothing in the game is easier to run than a Minion Master necro. Here’s a quick example of a build that will steamroll most PvE content. Most of its damage still comes from you, with the minions being used mostly for life siphoning and tanking.
If minions aren’t your thing but you still want to focus on stacking conditions, this build will do it pretty easily. It’s still pretty tanky, deals good damage, and in general should give you an easy time.
If you like the idea of Fearing mobs over and over, here’s a Fearomancer build which I’ve been playing around with recently.
And finally, here’s an easy-to-use direct damage build that focuses on stabbing things in the face with a dagger while your Well of Suffering melts them. This build’s Death Shroud skills will are seriously hurt, too. EDIT: I should probably mention that this build is quite a bit squishier than the others and it relies on proper use of your DS for its tanking. But it’s pretty fun to use and the basics aren’t that complicated.

Just use the glass cannon build and you’ll be killing things higher than your level.

I like the utility, mostly. Having a long-range option outside of DS is nice too. It’s also a very user-friendly weapon. D/D+A/F really good as well but I find if I’m in Axe range, I might as well just switch to DS (whereas Staff is slightly better than DS overall at 601-1200 range). It’s mostly just a playstyle choice.

Agreed, the staff is an AMAZING utility weapon. In fact it’s been a part of just about every other build i’ve run. Which is why i was curious. (feels weird not having it in the build lol) But thus far i’ve just not been able to make it fit quite right into this one. When going for direct damage it’s tough to argue with the numbers that pop up on axe 2. But i can see your point about death shroud, especially if you trait into it.
No one “needs” Necros anymore so I am told, but I love running one and I want to have a build that will allow me to adventure through GW2’s open world and enjoy it without massive headaches due to me not understanding the changes to the class.
