Need some advice for my condi build

Not gonna say anything special about the build, even if I would change a few things, its pretty decent. Just gonna say that I would change the wells, they arent that great on a condi build, and even less when not traited and easily dodged unless you use them on a place where the enemy is forced to be, which is really situational (PvP/roam).
You’re right when you think that necro has really slow casts, you need to learn to play around this. Talking about staff cast, you need to use the marks guessing where the enemy is going to be, or eventually using them on your location when facing melee enemies, but be aware of not placing them so just a dodge can evade them all. I think practicing is the best way to feel comfortable with cast times and succesful casts. I’m not sure about what do you mean with your last question, but I guess you can consider yourself an acknowledged necro/whatever after ~1k games played with it.
Rotation wise, I would save staff 4/5 most of the times, but I guess you can use it as an opener if you feel like you will not need them anytime soon.
EDIT: Stack sigils (sigil of corruption) are redundant, meaning that if you have it on a weapon the charges will affect the other weapon and so its unnecessary to use two, just make sure to kill (stomp, not just down) the foe with the weapon that has the sigil.

I have considered changing well skills to marks skills that steals health and other would give some condi dmg.

Why aren’t you using reaper? I assume you have HoT if you bought the game 3 months ago. The traits and shouts are pretty good in PvP.
If you’re using staff, you should consider trying Soul Marks from the Soul Reaping line. It’ll help build your life force and bypass those pesky blocking guards/revs.
Dont use those sigils. Bursting is negligable damage in pvp and corruption stacks only really add up in games youre already stomping in.
Use a combination of geomancy, doom, and frailty. Since you arent using reaper that removes the viability of hydromancy and ice sigils. On swap sigils are great because they activate when entering and leaving death shroud.
Also, focus is a terrible pvp weapon. Use warhorn for the mobility and unblockable interrupt (breaks rev shield, interrupt heals, interrupt ele overloads). If you dont like warhorn at least take dagger offhand for condi xfer and aoe weakness.

Trait-wise, Deathly Chill is one of the best… it makes chill cause damage in addition to it’s usual slow + skill recharge slowing effects. And reapers get lots of chills.
