Aoe spells with that have a maximum number of targets will now count combatants that block or evade the attack towards that maximum
All duration stacking boons(Aegis, Fury, protection, Regeneration, Retaliation, Swiftness, and Vigor) and conditions(Blind, Burning, Chilled, Cripple, immobilze(now stacks duration), and Poison) now stack to a maximum of 5 times.
All player controlled minions. excluding Mesmer phantasm and clones because they were already increased in a previous patch, now have 71.43% more hit points in a PvE map.

People link them all over the forum so I doubt it’s against ToS, guess I’ll take my chances. A mod will delete them if I’m really breaking some rules.
OMFGYES:
Vampiric Master: This trait will now cause minions to properly deal damage when siphoning life. The damage portion of the life siphon from this trait now scales slightly based on power.
That is an 80something or 114 damage boost to each minion auto. That is a pretty decent buff, and now means I love this already awesome trait even more.

Ugh. i read too fast. i thought is said all players have controlled minions. lol. that’s what i wanted it to say at least
Technically speaking every (that I can think of) class has their own controlled stuff.

Uuuh, what does this mean?
Means you can no longer stack permanent swiftness or w/e. Imobalize being fixed is a good change though.
It already is semi implemented I believe with retaliation you can only stack it up to 5 times when you reach that you can’t get anymore stacks of retal(stacks duration) I havent really tested it tbh. I remember they did add that to the game a bit ago.
So my guess is that it will function the same
