Superior Rune of the Scholar is one of the more popular runes at the moment. Power, +% crit damage, and 10% more damage when HP is above 90%. They are a bit pricey though, but if you have the money then they are definitely worth it. You could also socket ruby orbs for some nice static stat increase.
Sigils… I consider those highly subjective and depends on what you want. There are theorycrafters who want to min/max and go for the perfect sigil setup, but I say go for what you want. Sigil of Bloodlust (10 power per kill max 25), Sigil of Force (5% damage), Sigil of Strength (30% chance to apply Might for 10s on crit)… those are some choices, but there are a lot of them: http://wiki.guildwars2.com/wiki/Sigil
im not using a crit build. so crit damage is out of my consideration. im goin for a tank build w/ oomph.

You cant tank in gw2, so making tanky builds for pve is pointless.

SO tanky with oomph huh… Rune of the Fighter (power, toughness, and gain might on heal) is probably going to be your best bet since it gives power and toughness which we lack overall and gives you Might whenever you use Consume Conditions. You could also go Dolyak (vitality, toughness, and HP regen) for an even more tank-like build. It will really boost your survivability but takes away from some of your damage.
I saw you mentioned the Runes of Exuberance… I did quick napkin math, but if you had full PTV gear and 30 points in Blood Magic, you are only getting ~50 power from the 6th slotted Rune. I cannot pull up my spreadsheet at the moment to plug in all the numbers to get it exact, but I believe that is correct. We already have a fairly high HP pool and, I am assuming you are doing Knight or Valkyrie armor or something with Vitality on it, then I would personally lean towards stacking some more toughness to mitigate damage.
Sigils would stay the same.. there are no “tanky” sigils really. Sigil of Blood is an option as it gives 30% chance to lifesteal, but your crit chance is going to be low so the overall chances of this proccing are diminished.

No you cannot tank, but I don’t think that is what he meant. He is looking for a build that can soak up damage and siphon. Perfectly doable.

Eh… if he wants to play it that way, why not? Some people do not feel comfortable doing zerker GC builds or don’t like condition. I have run a siphon/absorb build before and found it to be a lot of fun. Sometimes it is more about doing what you enjoy than what might be min/max perfection.
Wow only 50? meh. How about the return value for healing power? If thats low too, I guess ill go dolyak or vampirism then.
IDK its pretty funny watching 3 people trying to kill you. If i wanted to one shot people i wuda gone on my charrior.
Try sigil of battle on one of the weapon sets so that when you swap you get might, or sigil of energy. For the rest, use Takarazuka’s suggestions. As for runes, if you truly want to go tanky, dolyak is the runes for you. Or you could go any of these for a mix of power and survivability: rune of the fighter, rune of sanctuary (if you’re able to stack might and/or well prots, which you should be using anyway), rune of the warrior. Any of those would work fine for a tanky power build but which one kind of depends on your specifics of your build. As for the actual gear stats, PVT on almost all, but throw in healing power as needed. It’s a fairly simple setup and fun to run, I used to run it myself, but no matter how much oomf you try to add to it, it’s going to be slow. Have patience and have fun!

You’re talking PvP then? I tried a “bleeds + well” build, and it works OK (I stack mainly condition damage and toughness).
The great thing is that you are so tanky that you have a lot of time to apply bleeds and when multiple people are attacking you on point, you can just spam your wells and bleeds at your feet, and you will definitely do some decent damage before you go down.
Also you can kill pretty easily the popular pet builds that everyone is running these days.
Cons: slow to build up, your escape plan is to die on point.
It is very good to cap points:
- Spam 1,2,5 on scepter when afar
- When enemies are onto you, empty your scepter (1,2,5) then swap to staff and use 2,4,5
- Spam all your wells on point (for prot),
- When all of this run out, use “death shroud”, spam your siphons,
- When you’re out of luck, use your elite and use the blind.
It worked OK, and you’ll outlast people on point and as you apply bleeds everywhere people will start to drop slowly (I normally AOE bleed people instead of stomping them)

I don’t think he’s talking about pvp, he said “getting lots of gold from the event” so leads me to believe he’s out doing the living story stuff. I would never recommend a tanky build for pvp unless you’re going specifically bunker, but that’s not really viable for necro anymore against good teams since we have DS damage overflow now.

Last night I played around with taking the 30 from SR and putting it in Curses. It seemed to work well. I might keep it that way.
Also, I switched from Axe to Scepter, and I think I enjoy that better.

In the olden days, if you took a big hit of damage in DS it might drop your LF to zero and throw you out of DS, but your health pool would not be affected. This is what allowed us to jump from big heights while in DS and land without dying.
But now, the excess damage (i.e., beyond the damage required to drop your LF to zero) from a big hit will not only drop you out of DS, the excess damage will be subtracted from your regular health pool. So…now we can die when jumping from heights, even when in DS.
It’s not about the whole jumping thing, although that was cool, but now if you get bursted at the end of your DS life force pool, it directly overflows to your real hp. Therefore, using DS as a burst control mechanic no longer works effectively, because when you need the most burst mitigation is when your hp is already low. Also negating those huge boss hits for 30k+ is no longer possible.

Agreed. I only used jumping as a simple example but in rereading my remarks I did not make that clear.
Like Nay said pretty much. If you don’t have crit… you are borked on sigils heavily due to anets “dps or gtfo” mentality, majority of sigils are crit dependant. Only good ones left are on kill like bloodlust, energy or swap sigils. But if you going for tankish build energy for more dodges is good so is bloodlust to beef up dmg.
Frankly sigils are highly debatable. I run full mm with full zerker gear so the only good thing for me is blood to get as much hp return as possible to mitigate my squishiness. One off-hand is bloodlust and my roaming off-hand… I by this day can’t decide there is really nothing I want… If demon summoning worked more then once… I’d use that just for the hell of it.
Anyway… you could always go for flat damage increase.
