Soloing
Dude this game is for casuals, u can solo with anything, just fight below or the same as your level.
My level 20 has not had problems doing quests and hearts from 2-3 levels below what is recommended. Just make sure you upgrade your armor and jewelry every 6-10 levels. Get runes and weapon sigil to add power. Necros have a high health pool + death shroud health + pets to draw aggro. They are pretty good at soloing. Having recently played an elementalist, I can see a big difference.
Necromancers are one of the best classes to solo as. They have great survivability and the largest base health pool around. Seems like any class will have trouble tackling content that is too many levels above theirs. You said you had no trouble handling mobs that are up to 3 levels above you, thats is better than most classes could handle on their own. If you need to gain more levels to go to your next quests area, try doing more events, daily achieves and gather or craft some. Also try completing the maps for the city and zone gives xp too.
You can do content thats is a little above your level, but 4 levels above as you are trying would be too much for any class.
In short, you are great soloing as Necro, good pick.

I would recommend to wait until your a few levels above the current story mode level and if you completed all the hearts that are you level in your area. Then you should go to another low level starting area of another race and do the hearts there that match your level. This will also help with map completion in the long run.

Honestly I’ve had an easier time soloing on Necro (including story mode) than any other class so far. Pick up minions, pick up defensive traits as you go, and its really easy.

How would I get to the other races starting areas?
Good for open world soloing. But if you plan on soloing group dungeons, you may find the necro to be a bit tricky. Still possible though.

easiest way is to go to the heart of the mists, take portal to lion’s arch, then take portal to any home city

Axe is a limited range power weapon while staff is a mix of power & condition damage.
At level 17 I would go for Vitality. It seemed to have the best benefit for me – staying alive helped my DPS the most.
The difficulty with the axe (and all power-weapons) is that you can’t kite the enemy and do damage at the same time, whereas conditions applied tick every second even while you are kiting the enemy.
So I would suggest for now to try using Staff + Scepter/Dagger. Scepter gives you more range than axe, applies more conditions, and scepter2 cripple really helps with kiting. Dagger5 weakness is very helpful for reducing incoming damage, and dagger4 blind also reduces incoming damage.
You should have 7 trait points now. I would either aim for Blood line first, in order to get to 10 points to take Bloodthirst, which really makes DS2 quite strong, or Death line for Staff Mastery, so your marks come off of cooldown sooner. As you get more points and get stronger, you can respec along the way, so whatever traits you choose now won’t be a forever comittment.
