Terror Build?
Just search the forums and youll see numerous terror builds. They usually are 30/30/10/0/0 gearing full rabid. Weapons are S/D + Staff. Runes are either Superior Necro or 2 Mad King/2 Lyssa/2 other. It works wonderful for PvP/WvW.
For PVE, that build works great if you have a good group of players with you. My only concern is if you are out damaging everyone and have excellent toughness you’ll be a mob magnet. Without decent access to vigor and poor healing, survivability can be an issue. If you are like me and play with players who are under-geared or just don’t know the dungeons (I enjoy taking people through dungeons for their first time or helping people learn more difficult paths in a friendly environment), then I prefer a 0/30/10/0/30 or a 0/30/20/0/20 build….still gearing rabid.

30/20/10/10/0 Terror and Dhuumfire. Good survivability with regen from Staff2 and Mark of Evasion. certainly not the most OP build, but I like to get myself in trouble alot, so I like the sturdiness. Crit chance is a bit low but enough that Dhuumfire procs often enough. So its mostly a condition build but I have enough power to kill a weapons rack.
Since the sigil of paralyzation is not working anymore, with 30 spite with 30% condition duration + 40% condition duration from food + 20% fear duration, and with a total of +90% fear duration, will I still get the 2nd terror tick?

So, on a fresh target (no condition), if you start with fear, you will never get a 2nd tick. But with conditions already present on the target, you have 90% chance to get a 2nd tick.
If you’re able to time your fear, you can reliably have 2 ticks with like +40% fear duration (30/30/10/0/0 build with nightmare runes). For example, you chain staff #2 with staff #5 on a fresh target, so fear lands 0.75 sec after the first bleeds (mark cast time with server side queue, so no latency involved) and will last 1.4 sec, ticking at 0.25 and 1.25 sec. Try it on training golems in the mist with just +30% duration and you should always get 2 ticks.
