What was fixed with SoV?

The only reason why this heal is usable in PvP is signets of suffering, which makes your heal skill an offensive skill. If used in a teamfight, it can do a lot of damage with the siphons when 4 or 5 people are attacking that target.

SoV used to suck. I think it was buffed twice, first directly and then indirectly via Signets of Suffering. That, and Consume Conditions was nerfed, so suddenly there’s an open spot.
I use it on my condi build build. The spite line’s is great even on a condi build, and it just so happened that I am already using Plague Sending and Signet of Spite. I don’t need any additional cleanses, so I take SoV and SoS to throw on a bit more pressure.

I’m seriously considering applying to Anet. They clearly need someone who actually has math skills better than a 5 year old with a dartboard.
Alright, I have gone and test it myself. We don’t know what Anet was fixing but what we do know now is SoV is bugging after this updated.
The active life siphon is 470hp base per hit which is a 20% boost from 392hp. So the Bloodthirst making baseline is there.
But the buggy part is, before the patch, the active life siphon has a 0.23*healing power but now it has 0.023*healing power. So 90% of this part was nerfed? WTF O__O
The description still show the old value but the skill itself is already updated.
Only ANet could fix a bug and immediately bug the exact same skill they just bug fixed, all while nerfing the absolute hell out of a previously worthless skill that had just become viable.
They started with Well of Blood, followed by Consume Conditions, and now’s the turn of Signet of Vampirism. Next target: Blood Fiend. They can do it!
Man they really don’t want us to have a heal skill…. why don’t they just do it already…. remove our heal skill.

they couldve done the sane thing for once and declared this bug to be intended.

apparently it’s now part of the necromancer’s theme to not have ANY decent heal

I happen to like WoB traited for my heal, then again I’m running a wells/signet cele necro. you can even trait for corruptions and have 2 traited corruptions, 2 traited wells, and 3 traited signets.
I do wish they would fix WoB a little to boost the pulsing heal so it was at least close to the old WoBs total healing but it will never happen now with protection on the well

The patch note state:
Signet of Vampirism: Fixed a bug that caused this skill to heal for more than its listed value.
However, The following sort of sum it up.

Explanations:
The heal tooltip value and the heal value were matching, but now (Original post):
Necromancer utility skills:
Signet_of_Vampirism and Lesser_Signet_of_Vampirism are not healing as much as the tooltips state.
