Can my Druid get into raids?
Yes, but you can’t just join some random PUG. Either find a learning group or find an organized group that knows you’re new. PUG raids are looking for people that already know their stuff.
It’s pretty fine to go into raids, but as Fluffball already said – let the party know you are still new to the content.
Your armor can be celestial, I see no real problem with that, however, you should not let your toughness value go past the one of the Squad’s tank. So in case they go for lower-toughness guy, you might want to have some no-toughness armor just in case (like Magi, those are cheap and do the job, you are not there for personal DPS anyway)

It depends if you’re going to pug raids, or you would like to join a raiding-guild or guild that raids.
If you’re pugging, you won’t get accepted in groups with your celestial armor. It won’t be the popular option in a raiding guild either. If you’re focused on raiding, and will try to join a guild because of that, most guilds tend to ask what your specific gear set up is, celestial won’t do it.
Viper’s is something else, you have much better chance pugging with viper’s gear or joining a raidguild with viper’s.
Most pug raiders want people to run builds from metabattle. In your case, take a look at this one: http://metabattle.com/wiki/Build:Druid_-_A/T_Condition
This is a popular druid build using viper’s gear.
Then still you probably won’t be someone a pugteam would want, since you’re a newcomer and most puggers tend to ask you for a certain amount, like 30 LI (Legendary Insight, which you get by defeating 1 boss in a raid), full appropriate (by which they mean the builds on metabattle) ascended gear, or recently the title eternal, which means you defeated all raidbosses (1 wing) without a partymember dying.
So it’s very tough luck if you’re just starting and want to pug raids.
I guess your best option is to join a raiding guild, and there are raid guilds that like to teach people. I think that would suit you far better for now, than pugging raids. You can look here: https://forum-en.gw2archive.eu/forum/community/lookingfor for guilds like that, or promote yourself.

I started raiding as a newcomer as well, about 4 weeks ago, so maybe my 2 cents are helpful:
1. I wouldn’t worry about being colorblind on Vale Guardian or Gorseval, those are usually the first bosses newcomers will face. VG has green circles (4 ppl need to stand inside or everyone dies) but their shape/outline is very distinct from other things on the ground.
Moreover, squad commanders can put icons on the map (heart, star,…) so if u tell them that green and red look the same to you, they can easily put an icon onto the pillar you need to run to during the split.
2. You definitely should look for a raid guild, there is a reddit forum where I found mine. Many are willing to integrate newcomers and teach them, just apply to a few. (https://www.reddit.com/r/GuildRecruitment)
3. Join training runs, some are infrequently posted in the raid section of lfg, some via forums and people use them to get to know the mechanics. Most likely, none of these will kill the boss but it’s a great way to learn the mechanics so that you are a little prepared for when you join a potential guild the first time.
4. While some scepticism against metabattle is useful, the message of raids and the builds posted there is (imo) very valid: Life gets a lot easier if you min-max.
In my opinion, you should figure out which roles druids occupy in teams (usually healing or dps-support). While all druids have an easy time buffing (pop glyphs, use frost spirit & spotter), our other duties benefit a lot from dedicated gear.
If your job is to deal condi damage, then grab axe/torch&shortbow, acquire sinister trinkets and possibly a viper amulet and use appropriate runes on your condi armor. And if you are supposed to heal, then grab a staff and again appropriate sigils/runes/trinkets that specifically empower your healing.

I used the remainder of my spirit shards, laurels and gold to sacrifice my Viper armor to turn it into Magi. Switched my staff to Magi as well, got water and transference sigils for it. My greatsword is berserker, with force and water sigils. I ran Ascalon Catacombs enough times to get 6 superior runes of the monk. I also geared up entirely in cleric trinkets and back accessories.

The Magi/Cleric one. Amongst the builds with the highest healing power, it seemed to offer the best possible DPS.
…except I don’t have an ascended axe yet, so, going greatsword for melee for now.
I did go get the food too. Furious Tuning Crystal cost a lot to craft but at least I got a bunch of them now.
So, this should have me covered for team play… except for fractal. My 80ish agony resistance is all on my Celestial gear and I’ve too few spirit shards left to change that for the time being.
Entreaties to guilds have, so far, failed. Everyone I’ve talked to seems to only want experienced people.

Keep looking for raid teaching guilds on the link I stated above and the one jokobet stated. Or maybe with some luck a teaching run on LFG in game. Don’t know if there are more places to look for guilds like that.
Raidguilds are looking for experienced raiders, you’re not experienced yet, so a raid teaching guild would probably be best for now.

Aww what a shame. You can also try to found your own teaching guild if there isn’t one yet for N/A servers. There will be many players in the same boat like you.
