Hey there folks, I was just curious,

The trait tells me I should be getting 10 seconds of fury on weapon swap in combat,

In actual game play I get 5 seconds.

Is this intended, or a bug, or perhaps a typo?

A typo would be considered a type of bug, but it is bugged regardless of whether it is the description or the function.
