How to Engage a Guardian?
In all honesty, the best way to engage a guard is as follows:
Don’t.
OR
Bring a friend that isn’t a thief to help
Guard hardcounters us to the point that we WILL NOT win a 1v1 against them in a reasonable time (i added the next part because there are some thief builds that can 1v1 a dh it just takes a very long time solo). You are best just avoiding them or outrotating when possible.
if we talking about stranded trapper guard then you have to threw 3 phrases first is removing traps. with a dodge second is removing retrap where you gain 30 second window to dps him last final problem will be his 90s block that you just have to wait out.
you have to do this all well being able to LOS his long bow because a single strike will cause gg for you.
but it more or less as ario said it not worth the time trying. if you win dragon hunter did not know how to weapon stow his auto attack combo at end of dodge frame.
1v1 vs DH involves a lot of waiting. Basically, you engage, they activate something, and you disengage out of LoS. Repeat until their out of cool downs. This takes time, especially if they have all their stuff, and like with most classes, you’re better off looking for a situation where you’re outnumbering than 1v1ing a DH.
I don’t have HoT, so I haven’t played as a DH myself.
So how is a Thief supposed to engage a DH on point? Even if it’s not 1v1?
Test of Faith is the trap that intimidates me the most, but adding Dragon’s Maw to the mix seems to make even my evade/dodge escape attempts pointless. Sometimes, they work, sometimes, they don’t… so I end up blowing a dodge and two escape utilities before I can get clear. Quite annoying… and deadly.

Shadowsteps still trigger the damage, correct? So a D/P Thief is left with nothing but Headshots or getting locked into Shortbow for an excessive amount of time. Is that accurate?

Yes it is. If shadowsteps didn’t trigger the damage it’d be a little less dangerous but as it is now there is no way you get out of that situation without taking serious damage or losing almost all your cds.
It’s annoying.
Dodge + steal, this trigger’s there traps. then pull out, then FS and signet, which triggers them again. Now hope you can burst the hell out of them before there traps come off CD and hopefully rupt’ his heal with mace crack. Doable yes, but like Ario said completly pointless due to the mechanics of conquest.
even if you win you might not even get it recapped due to TTK. and if you do you will be fighting to hold it within moments (with low initiative and utilities on cd) not a good position for a thief.
Power P/P tears them up with a bit of patience. Condi builds also can tackle them. Outside of those builds, DH and Guardians are hard counters to most thief builds.
If you have to deal with a trapper DH, evading through their traps makes them ineffective but you are probably still going to be dealing with True Shot and Whirling Wrath.
If they are a pure bunker build, there is no counter that I know of. They cannot kill you but if they are next to another enemy they basically turn anything next to them near unkillable by a thief.

What I do is I go into the trap, especially if I know its Dragon’s Maw, and immediately dash out once I see it activate. But even then, like you said you have to wait, and they can just pop an easy f1 (very little telegraph) and pull you back in.
Not a good matchup on point, and even if you do kill them, it usually takes so long it’s pointless.

p/p works like a charm against DHs, LoS or move out of range when they pop their infinite sustain skills, LoS/dodge true shot and move out of hunter’s ward and you should be fine
sure you still have much less sustain and range but your damage is much bigger and as long as you use those dodges well you should be fine

P/p thief more often than not is food to other profs/builds which have damage invuln, reflect, spike damage to instagib the thief, or all of the above. There is a Acro, Bound, Staff, P/P build which is a solid crit build that does well against a broad variety of opponents. Its biggest weakness is stealth crit based thieves but given the high evasion and stealth it does alright.
