Proposal to change thief
easy solution is not to be able to stack stealth so d/p can only stealth for 4 seconds max
DB – is your evade skill like any other #3 skill weapon (not p/p). as d/d set mainly using power i would suggest give it cripple or immobilized condition. what u suggesting is to make it like AA use.
BS – in p/d setup is useless or maybe can act as burst preventing so immobilized is nice but vulnerability is useless
in p/p setup it have more use but initiative is too high to spend on it
UNLOAD – with p/p condition set u must change sneak attack . i would give it evade like any other #3 skill and maybe aoe dmg
i would love to see more p/p thieves so the whole concept of pp must change
As usual, these suggestions seem to want to rewrite the entire thief class to prevent repeated finishers in a smoke field. Anet will eventually find a solution that is much more limited and they should have found one already.

This would be abused using cloak and dagger with backstab.
Infusion of shadows should have a ~5 seconds internal cooldown.
Permastealth fixed.
I like how it’s clear your main goal is to nerf stealth, common complaint. But you offer no stat changes to make up for it. If the thief stayed the same, 5 seconds of revealed would be disgustingly atrocious to their health. And revealed when stealth ends doesn’t make it any better. So now you want to punish those who need to heal right? God forbid last refuge procs…..

I have a better suggestion: anyone who complains about stealth learns to play the game, and everyone else ignores them until they do.

Why you think this would be abused using cloak and dagger??
C&D has 3s stealth only, adding Meld, 4 & 1/2s
and you will have about 1s stealth or even not stealth if you use it after a BS
And you must be remind, it cost you 6
and if it is OP, it’s easy to change the cost or stealth time

No, this is not nerfing stealth
just trying to rebuild a stealth system to force revealed (instead of perma-stealth)
As my opinion, stealth can offset revealed time, but stealth time cannot stack
it will make a thief must revealed everytime he use a stealth skill
he may use another skill trying to offset revealed time and stealth again
but it will be more easy to control his stealth time or cost to control it
In Major, I’m just trying to destroy perma-stealth and keep stealth a balance.
You should know it, I also suggest Meld should be +50% time.

My main and only is thief because I love stealth
I just want to try to stop more nerfing by a change
