Who do you target?
Eles and other Thieves. They’re a nuisance and if allowed to go unchecked, will cause issues for your zerg.

Green up arrows. Usually, even if they are great players, they don’t necessarily understandtheir class inside and out yet, and are relatively squishy. If you don’t stomp, the more skilled players usually come over to help them up, so by injuring 1 you’ve removed 2+ from play. You can then target the people who didn’t help them up as they are usually not paying as close of attention to their surroundings.
Anybody that hit’s hard. Staff Eleys, thousand blade warriors, bow hunters.
Necro or Mesmers first on my kill list in that order. As soon as I disable one of them, even for just a couple of seconds, the better off my group is.
The goal is to disrupt, not kill.

PvE – DD/CS/AC – If that didn’t work, roll a Reaper or Revenant.
Pretty much whoever is standing in front of me. I ain’t all that picky. They all need to die, so why waste time sorting through the masses. Just start killing.
Ok, i lied. After thinking about it, I will go after any dd eles i see come my way, because well they annoy me. RTL in jump around a bit then run off, having done nothing. Stay and try to kill something you pansies!!

Usually one of two extremes:
Whatever is posing the most threat to me at any given time
OR
Whatever is posing the least threat and can be disposed of quickly
Resident Thief
The closest other Thieves > Light/Medium/Heavy upleveled players > Light/Medium/Heavy 80’s (in that order).
If somebody is posing a serious threat (eg, an 80 staff ele AoEing the crap out of the zerg) and has exposed themselves then I’ll target them over anything else, but generally it’s just weakest to strongest.

for 3 or more targets shortbow is already better then D/D.
I do not risk to enter in middle of the fight without any stability, so i prefer to use shortbow and drop dark field (shadow refuge) on my warriors /guardians that are pushing. In the moment that zergs collide, i use dagger storm , but i don’t jump in middle of 30 enemy’s i keep 300 range
Anyone who appears spamming ‘1’ button. Seriously, I observed there are quite a few in lvl 80 still doing that, especially some rangers who are inching left & right (yes, inching, as in strafting 2-3 steps side to side. still within AOE range of SB) with their longbows & let their pets melee.
Priority number 1 is other thieves, after that it depends, I like to disrupt mesmers since they like to sit in the back for the most part unchecked, same with rangers the extra dps they provide in a group setting adds up and they sit in the back and do work at range. I think that is kind of why alot people that main rangers don’t like thieves as it is the best class at sneaking in the back and disrupting 1 of the best things that they do.

Personally I like to target the warriors myself, steal into the middle of the group and if they dont have stability drop a knockdown trap and pop the warriors whirlwind i just stole, followed instantly by a daggerstorm. Usually a quite unhappy zerg at that point.
Number 1 priority is anyone who is trash talking. I grief them over and over until they leave.
Thieves next, then mesmers.
Running a Lyssa based build at the moment so I love going mass boon and then stealing from a mesmer to go mass boon again right afterwards.
As P/D condition/stealth, the vulnerable looking ones. It’s not hard to dodge in and keep stealth on in a pack. I try to finish off the downed or put down people who are really hurt or backing off.

best way to know who to target is to dagger storm for 3 seconds watch everyone hp bar. you can judge everyone gear in first few hits know who to target.
I always go for the easiest targets first, so my order looks like this:
Legendaries > green up arrows > gold stars > people standing in the back trying to do ranged damage > other.

So usually other Thieves (I will have to chase them down halfway through the fight though) and Rangers.
Also – Whomever I can bait into following me into a large group of allies waiting to ambush (Usually GC Warriors who think I’m a nice easy target to melt through)
I don’t much like running into zergs so I keep to the outskirts doing smaller skirmishes, it works well (It’s also hilarious to bait half a zerg into ambushes small groups at a time)

d/d or s/d ele with 0/10/0/30/30 and gs evade rangers are draws. bunker engi can’t be brought down without stuns, and bunker guardians will take a while. These draw fights should be avoided unless absolutely necessary or you get to double.

It ends really fast because they are both squishy and both do a ton of damage, the only thing separating them from death is their stealth. So whoever’s stealth wears off first is usually the first to go.
And it happens VERY often. I’ve seen it firsthand.
I have no clue what you say about necros being sure kills. They’re definitely more difficult than most of the other classes you listed.
Warriors are again, not sure kills but gambles. They output a ton of damage and can easily one shot a thief with axe f1. Not to mention their wide array of stuns.

Nothing is unkillable. The trick to bunkers is their overconfidence. Work them down to about half health with basic hit n run tactics try to blow a couple of their cool downs if you can, then before they can heal up basilisk up and finish em when they least expect it. Works like a charm. Also sig of shadows ranged blind attack is perfect for dropping a guardians aegis just before your big combo leaving them wide open for a quick kill.

doesn’t really matter build/setup i think. dagger has the highest auto possibility is the basis of evaluation, and d/d d/p are the same on that.
the fundamental “problem” is that this dagger auto dmg isn’t enough to overcome the healing or mitigation of some the builds out there, and force fights into draw (or draw within limited window), which is unbalanced IMHO because welding a dagger in mainhand was supposed to make us supreme in single target games.
umm, mesmer…. both d/d and d/p can do fine against dps mesmer (tank mesmers are jokes we don’t need to consider them). Produce stealth to give you time so you could identify the real target properly. Other than that, keep in mind that only the purple clone (phantom) does realistic dmg.
necro is sure kill for thieves that are immue to condi. again, either d/d or d/p. Maybe even more of a joke to good d/d thieves because there are so many things to hit for cnd. If a thief has problem against a single necro, he simple doesn’t understand how to fight them, by either not understanding necro’s mechanism, or his own.
Whatever one strays from group enough for me to jump on and kill before the rest of the enemies realize it. Lotta times I sneak into a zerg, especially a moving one and pick off the stray and finish them off before anyone can save them or kill me before I escape… As for small groups the Engi, Ranger or Warrior are usually the easiest to pick off first, in that order. Guardians and D/D Ele I usually ignore till last.
