100% Crit Rate?
If it’s purely from a damage point of view, the answer is “both”. Here is a chart that shows the average damage multipliers in 5% increments of crit and crit damage.
Just from looking at the gear, you’ll note that it’s much easier to get crit damage% than it is to get crit%.

The stronger your crits, the more a crit means. The more you crit, the more you benefit from them being strong.
It’s possible to get 100% crit chance and get all your hits to deal 150% dmg + critdmg multiplier.
I.E. my Warrior has 100% crit chance and 240% total crit dmg which means I always deal 2.4 times my normal damage.
There is no internal cooldown on critical hits themselves or their damage.

And what you can also see is that your average damage goes up faster by loading crit chance % first to 50-55%, then after that start going for crit damage.
So if you think you will have fury up all the time get your crit to 30-35%, then start to look for crit damage gear. Once you have taken that as far as you can go, revisit crit %.
Of course this is all just talking about highest possible damage using only crit related gear, ignoring power completely.

fully berserker geared with 30 points on ARMS trait line and.. drop banner of discipline. Don’t forget that signet of precision also gives you additional crit chance.
Only once, when I was doing TA, my crit went 100% with full zerker gears and banner of discipline. My trait was 30/25/0/0/15
My critical chance is 90% and I’m not even using Sigil of Accuracy on my OH Mace (I prefer Sigil of Battle, overall higher DPS).
Critical damage bonus is 123% so every critical is 273% of damage.
Traits 30-0-0-10-30, full Berserker, GS / Axe + Mace.
In first line, as second big trait, I took IX to increase GS damage, but if you prefer Pure Axe build, you can take trait X which leads you to 133% critical damage bonus.
Of course using Banner of Discipline and Signet of Fury.

+8% from food
+20% from Fury
+15% from H.Focus
+8% Banner of Discipline
100% crit chance and 264% crit dmg
or
Alternative version aka classic 30/0/0/10/30 boredom w/o GS trait.
It has 95% crit chance and no GS trait, but gets zerk power/emp allies.

And where is the Axe?! -.- Classic 30-0-0-10-30 but no Axe…
And you don’t need Forceful Greatsword, since you alone (with 30-0-0-10-30) can provide yourself 11 costant Might stacks (FGJ, Sigil of Battle and Versatile Power) plus other 6 stacks for 66% of the time with Signet of Rage. Other Might stack will be provided from your party members.
So invest only 10 points in second line and spend 10 more in the first, to get Berserker’s Power which is 15% more damage, it is an obvious and basic choice.
