I played against a warrior the other night that ran a condition build I’ve never seen before. The things I know for sure is that he used Skull Grinder had a shield and had a surprising amount of Torment and Confusion. i run something similar in pvp with slightly different traits with viper amulet and krait runes. if the warrior you saw was a short norn with white armor with an eye patch it was probly me cause i’ve been running this build non-stop.
