How did you submit your request? I submitted a support ticket and explained that I was informed duplicates of infinite tools could receive a refund. I received a response stating that if I deleted the duplicate soul bound tools I did not want I would receive a refund. I had already converted them to account bound after reading the patch notes so I asked if this was an issue. I was informed it wasn’t and to delete the duplicates I didn’t want and inform them as soon as I did. I did so and received a refund in gems.
Perhaps you should update your ticket explaining the same. I’m sure if you do so and you meet the criteria you will get your gems back as well.

I explained to the support team that I had multiple infinite gathering tools that I deleted from my alts (because I wasn’t happy with my characters’ appearance), and at the time the gathering tools were soulbound, and I knew that even if I put them in the bank, and if there were to be an update in the future which made them account bound, I figured (and I was ultimately right here) that you would still require those characters/alts to turn them into some NPC for their account bound versions, but I didn’t know 1) if it was ever going to happen, and 2) I didn’t have many character slots at the time and I just wanted to move on, because I didn’t want to wait to see if it was ever going to change.
I basically got a reply saying they won’t refund deleted items – despite spending my hard earned real life money on those infinite gathering tools, and really, how hard is it to refund items you have purchased from the gem store which you deleted because at the time they were soulbound and had absolutely no way to transfer them to other characters?
It wasn’t my fault, I couldn’t predict the future, and I was just basically given the rejection stamp on the spot, without them caring to look into my past gem store purchase history (and if they did they’d find I buy a lot from the gem store) and see that I’m telling the truth. Since I’m not getting a refund however, I am choosing to never spend real life money on the gem store from now on, because I have zero faith that I will get my items back should something like this update to gathering tools, happen again.
I’m really happy that you got a different response than I. It’s just a bitter pill to swallow to find some players getting their items back and some not. After all, I applause the support team for their service in the past – they were able to give me my mini ritlock brimstone that I never received from my digital deluxe package – and that was dealt with amazingly fast and well. This infinite gathering tools query though on the other hand, was so poorly handled :-( and ultimately has left me not wanting to support them anymore.

With full and as many details as you can. I’m not sure if tools deleted before the update meet the criteria but perhaps it is worth a try.

You have posted about this issue in multiple threads, including your own. You have received an answer from the Support team, as well as from Gaile. Support has seldom replaced deleted items/characters. You say you wanted to move on, and so deleted your characters (and their soulbound items); now is probably the best time to adhere to that.

Zaoda, your issue is QUITE different from the OPs situation. I’m not saying they shouldn’t possibly consider refunding your gems (sounds like they did and gave you an answer), but YOU CHOSE to delete those tools when you deleted the characters. It’s NOT the same situation at all.
