My mini's is gone after september 9 patch
Go to the “Materials” section of your bank, the miniatures have their own section after all the crafting materials. To add the mini to your wardrobe for use by all characters on the account, withdraw it, then right-click the mini in your inventory and select “Add to Wardrobe.” This will consume the mini and add it to your wardrobe.
(You will probably need to do this for each character.)

Just my opinion, but wait to add it to your wardrobe. Minis are essentially useless now because of the feature pack, only able to be used in main cities. If they don’t change the system and you don’t add it to your wardrobe, you can at least sell it. Wishing I hadn’t added my dozens upon dozens so I could at least get use of them some way.
Of course, the ones I paid cash for from the gem shop …….. sigh. Sure wish I could use them as advertised.

Actually the minis are working just fine pretty much everywhere in the game. Mine show up when I zone into an area just like ArenaNet said it would. Now it is possible you are making comment on the mini culling that happens when there are a large number of players in an area. ArenaNet has already said that they set the tuning on that culling pretty high but they are monitoring it and will be making adjustments.
“While this is currently working as intended, it’s definitely something that we’ll be working on and tweaking in the future. We want you to be able to enjoy your minis so hang in there!”
