A few things are unclear to me??
You deleted the character with your mini rytlock also somewhere late 2012 or was that very recent?. If it wasn’t very recent, why didn’t you ask for it sooner. To me that gives the impressions that you didn’t really care. Or is that what you mean with discussed before?? that you did ask a long while ago and didn’t got an answer or an unsattisfying asnwer?
Lets start by giving you the basic information. The general policy is that support is not going to restore items lost due to player mistakes.
In very rare situations they have been makign exceptions. This is often for people where the loss is very gamebreaking and might mean a request for a refund (you are not eligable for a refund anymore cause you have been playing for too long).
If you make a support ticket and you are unhappy with the outcome you can put it down for review (by using the designated sticky). However, if that was late 2012, there is no change that the ticket will be reviewed cause they changed ticketsystem in the meantime so it is pretty difficult to review a ticket that was made in the old system.
I am not support but I don’t think that a (new) request will result in such a refund. You could make a support ticket (and that would be the only way to know for sure), But I personally think you will be wasting supports time.

I deleted my character a week or so after I got the game, installed it, played it and created a character that wasn’t to my liking. The item had no description on it that if I deleted it it would have been permanent, I thought that I could always have access to the item seeing as I paid the digital deluxe. The reason I didn’t ask for it sooner is because I didn’t know that they were re-distributing mini rytlock to players who had deleted theirs until I saw a forum today (i’m not a very active forum poster or viewer).
I know that the policy says that they don’t restore items based on players mistakes but I paid a hefty amount of money for the digital deluxe mostly because of the pet and the mistfire skill which let’s be honest it isn’t all that great so I was disappointed to see that I can’t just get the pet again via a collectors edition/deluxe edition in game npc or something.

Definitely make a support ticket. From what I’ve read they do replace that item if deleted. If 3 days go by without a resolution then put your ticket number in the sticked thread for tickets 3 days or older in the Accounts Issues forum.
