Black Lion Chest duplicate bug
You should update your ticket, and ask for a Supervisor if needed. If the mechanic is not working as intended, the Team should assist you.
(I thought it was supposed to be two keys per duplicate item.)
Edit: Yes, per the Wiki: If the chest would have granted you an account-bound upgrade you already posess you will be granted two Black Lion Keys instead; as well as being prompted with the red message ’Duplicate, account-bound unlock detected. Item has been replaced with free keys.

I had this earlier today, with 3 instances of the item that teleports to the high-up area in the new map. The second item got replaced immediately, but the third didn’t. After another couple of chests (none of which contained the item), the third item went and I got the keys. So it looks like if you carry on opening chests, it may catch up with the duplicate and sort it out eventually.

For me, the first item involved was the Grasping Phantom Glider (for which I received a key from support when I reported it). The last item was, like in your case, the Bitterfrost Vantage Point (which so far they refuse to replace).

When it comes to the Seasonal Black Lion chests, keys are not received for every duplicate in the chests. That rule only applies to wardrobe items, so if you had received a duplicate outfit you would get the keys, but things like the Bitterfrost Vantage point, mail carriers, etc. Don’t receive keys for duplicates. If you have any other questions, please feel free to let us know.

I updated the ticket again. If this doesn’t get resolved, I will ask for a Supervisor to look into it (thanks for that advice).

Like I (and Stitch) mentioned earlier, the first duplicate of the item did receive a replacement key immediately upon opening (only the second, the follow-up, didn’t), so that should prove that this item falls into the category of account-bound items that receive a replacement.
Then, you will have to hash it out with the CS Team. Nothing forum-users can do; only the CS Team has the power to award missing keys.
Do be aware – The Wiki information was posted off a comment from a Dev that only talked about Glider unlocks, and the tool-tip isn’t specific about which or what kind of ‘account-bound unlocks’ the replacement keys refer to.
Perhaps, the ‘bug’ is awarding the first key (for non-Wardrobe Unlock items), since Wardrobe Unlocks are supposed to award 2 keys.

I’ve never read anything about account-bound items, only wardrobe unlock.. Vantage point item is not a wardrobe unlock. Source for this info?
You shouldn’t get another key for duplicates of it. It’d be like getting another key instead of a permanent contract or node. Gliders = 2 BLK Other wardrobe =1 BLK.

Trust me, it is the case with all items that you can’t use twice, salvage or sell, proven by the fact that they correctly get replaced upon opening the first duplicate.

It is expected that the Bitterfrost Vantage Point item behaves like the wardrobe unlock (e.g. Phantom Glider) where it would reward you two keys if you had already received that item from the chest.
Ashantara, may I please get your CS ticket ID from you? I’d like to see the repro information you’ve provided because internal testing does not have the same result you’ve mentioned above.
Others are also encouraged to post any potential tips to aid in a test reproduction of this issue.

I know, and I hope that patch will come soon. There are currently so many bugs that need to be addressed. I hope it will be an extensive patch.
I’m sure there will be just as many bugs fixed as with every patch. Some noted in the patch notes, and many more just fixed without documentation. As usual.
Whether this particular patch merits front-of-the-queue status, or if the QA Team has found the solution to the issue, remains to be seen.

Nope. It’s a bug; they haven’t fixed it because they don’t have a solution for it, which is why Support is making it easy to get replacement keys.
One thing I’ve found useful in preventing this happening, in cases where the account bound thing is an actual item rather than a wardrobe unlock (e.g. the teleport items for Bitterfrost Frontier and Lake Doric) is to make sure I have the item in my inventory before I open any chests. That seems to consitently work, whereas if I leave the item in my bank, sometimes I get a duplicate instead of keys.

That seems confusing. One is awarded 2 Black Lion Chest Keys for each duplicate, so if you had 4 Noran’s Safe Room Passes in your inventory, that would be (1 original and) 3 duplicates, and you, then, should have been awarded 6 BLC Keys. Thus, I’m not sure that’s a fail-safe work-around.
I use the ‘close-the-Black-Lion-Chest-window-between-each-used-Key’ method, found here on the forums, myself. I’ve not had an issue since I started using this method.
Regardless, it’s still something that still needs work. Fortunately, the CS Team is great about replacing missing duplicate Keys.

Okay, that is true, so can’t argue with that.
I am just not a big fan of the game’s UI, as clicking anything (especially a small X) often results in no response/a misclick. It tends to aggravate me a little.
Hmm…I don’t seem to have that issue: no response/misclick. Perhaps, there are some options in your mouse software you could investigate.

This has nothing to do with mouse software, I am simply a fast-clicker and the game does not support this type of handling (as the buttons are small regardless of text size).
I guess your only option would be to slow down a bit when opening Black Lion Chests. Savor the experience! =)

Using the in-game Bug Report tool will garner no response, as indicated on the Bug Report window.

You can contact the CS Team for replacement Keys for Noran’s Safe Room Pass. It is an account-wide item and will be replaced. The CS Team sent me keys when I contacted them about receiving a second Pass.

Interesting. Well, since you do receive the key to the room anyway, it really doesn’t matter when the scroll accidentally comes along with it.
But I am asking myself: Why would the game replace the scroll with BLC keys while still delivering you the key to Noran’s secret room?

The reason it qualifies is because as a duplicate both items have no value. The pass is worthless as a duplicate, and Noran gives his keys away the for free.

You might consider opening an English Support Team ticket. The CS Team definitely reimbursed me for duplicate Noran’s Pass bundles.

Forget German support, it wasn’t very good during GW1 times compared to English support, and I am sure this hasn’t changed. The English (i.e., American) support team is the best, and since you seem to manage well to express yourself properly in English, I suggest you try their support from now on.
