It’s hidden under Flame & Frost achievement tab in the Historical tab and cannot be progressed.

What collections were fixed?

No.

Hero of the People
Fine Wining
Brewmaster

None of these unlock by using any of the related items.
If these collections work, they must require some unlocker or something, but I’ve found no other collector NPC other than the spoon guy.

The items also don’t show up as “Collectible” anymore. I think it’s safe to say these collections are currently “removed” until a future date.
