They WERE (good job at pointing past tense) and NOW they’re not, as simple as that. Doesn’t mean it’s a bug. You just have to grind for the other gloves now.

Would like to get some clarification from Anet as to whether this was intentional or is a bug.
Since the gloves are awarded for the "Tangled Paths Episode " achievement (= completing the episode), this seems intentional, since you only complete this achievement once. The shoulders were not connected to an achievement but were part of the reward for the “hidden arcana” story step.
You can find the gloves in the “Greater Nightmare Pod” (big chest in the center of the labyrinth, after the breach event) or, with a smaller chance, even get them from Lost Bandit Chests.
I got the two additional gloves needed within ~15 Greater Nightmare Pods, which seems to be lucky though. However, I saw a lot of other people ping the glove box drop too, talking about it in map chat.
If you look at your Achievements, you can see that the glove box is a reward for completing the story (the achievement for it). So, the gloves are only once per account.
As others have mentioned, this is not strictly speaking a “bug” since the Gloves are now given out for completing the achievement, not as part of the instance completion reward. Still, it does seem inconsistent with the way the Shoulders were given out, and a response from ANet about whether this is intended would be welcome.
My guess is that it was definitely intended and done to try to make sure people stayed in the Silverwastes map a little bit longer.
I’ve heard it mentioned that the Gloves can also drop from the Greater Nightmare Chest in the Maze. If so, it does lend weight to that theory of keeping players in SW longer.
Doesn’t make me any less grumpy about it though. :P
Its cause anet loves making players bet on their RNG system. Its silly to have it one way and change it completely in the next instalment. I can understand your confusion.

You also get them from the brand-new Silverwastes PvP achievement track.
I see these possibilities:
- ANet tried the repeatable thing with the shoulders, decided it was too easy/fast/whatever, and changed the system deliberately for the gloves.
- ANet meant to release the shoulders as achievement reward too and messed up the first time.
- ANet meant to release the gloves as story reward too and messed up the second time.
- ANet never meant for both cases to be handled the same, for example in preparation for the next 2 chapters, both of which will drop 2 armor pieces each – maybe in each case, one of them will drop as story reward and the other as achievement reward?
It certainly seems though as if the rewards are implemented kind of randomly, as if nobody really put much thought into the ins and outs. I’m saying that because we have 2 PvP reward tracks now:
- “Maguuma Wastes” PvP track, whose drops are Dry Top specific, and which should probably be called “Dry Top” – OR incorporate Silverwastes rewards
- “Silverwastes” PvP track, whose drops are Silverwastes specific, but the end chest is a glove box and NOT a shoulder box (according to the description anyway) so I think we won’t have the choice of other armor skins in later chapters either
The inconsistency of this really bothers me (my OCD, it hurts) – and the only logical explanation I can think of is that they just implement whatever seems to make sense at the time, without planning ahead even a couple of weeks. (The new “sorting” of the achievements is another example of this.) I’m not saying that’s what it is, but judging by the inconsistent outcome it certainly looks that way.

It certainly seems intended, according the the Patch Notes:
Carapace gloves are obtained by completing the new Silverwastes reward track, completing the storyline, and exploring the Silverwastes.
Players will once again have the chance to prove their mastery of the region by unlocking all three weight classes of Luminescent glove armor to complete the Luminescent Gloves collection.
Maybe some interpret it a different way, though. /shrug
Yeah, after some reflection last night (and trying out the new content), I believe the inconsistent acquisition methods was intended, for the following reasons:
1. Having the players “re-farm” the Silverwastes and the Breach bosses is a way of prolonging player interest and map longevity, as others have said.
2. There are actually lots of ways of acquiring the Gloves:
- You get 1 from completing the Tangled Paths LS chapter
- You can earn 1 from completing the (non-repeatable) Silverwastes PvP reward track
- You can buy 1 from the Bandit Crest Merchants for 1g + 1000 Crests
- Glove chests drop from the Greater Nightmare Pod, and also from Lost Bandit Chests (rumors say that they can also drop from the Lesser Nightmare Pods, but at a much lower rate than from the Greater Pod)
Furthermore, the new Labyrinth actually helps speed up acquisition of Bandit Crests. You get more Crests each time the Labyrinth tiers go up, which means an additional ~50 Crests if you’re in a populated map with lots of people grabbing the Lesser Pods. This increases the average number of Crests you can earn within a single round of SW.
You can furthermore speed this up by constantly taxiing to different SW instances that are at their Breach/Labyrinth phase. I managed to earn a stack of Crests in about a little over an hour, which means I could conceivably farm up the 1000 I need within a single day. (I plan on doing the PvP reward track for the 3rd.)
3. I have a suspicion that ANet is once again tying the LS into the different game modes to encourage players to return and populate different parts of the game. I fully expect some of the subsequent armor pieces to require participation in WvW (Badges of Honor. I suspect that this will be the Chest/Leggings piece, and it will require a big sink of Badges), Fractals (Fractal Relics or Pristine Relics) and possibly dungeons/JP’s.
