Not a bug nor an oversight.
Only areas that came with release count.
This also means that Southsun Cove is excluded from counting towards area specific kills.
I thought Southsun counted towards Krytan Slayer.
At any rate, Dry Top is chock full of enemies that don’t give XP, which won’t trigger the counter. You sure you weren’t attacking them?
Edit: Krytan Events, not necessarily Slayer.

To the best of my memory, Southsun DOES count toward the Krytan Killer daily achievement.
Yes, it does seem like an oversight that Dry Top is not counted as part of Maguuma. It also seems strange that none of the vines or mordrem (both in world and in instances) are considered plants for Plant Slayer. Seems generally like they forgot to connect the new content to preexisting achievements.
I don’t think it’s especially odd that vines nor mordren count as plants for Plant Slayer. So far, only one kind of plant count, and that is Treants. So, that’s not much of a surprise.
And, since they added the new category ‘Regions’ and Dry Top is part of that, I don’t think it’s an oversight that the mobs are internally classified as something different. There is an achievement for killing Modrem.
I think Dry Top and whatever other new zones/maps are added will end up with their own designation. Maybe Maguuma Wastes or Tarnished Coast or something else. And their mobs will have their own general area category.
Who knows for sure, yet? /shrug
The wiki places Dry Top in Maguuma Wastes.
The Maguuma Wastes are an area north of the Tarnished Coast. They are formed from the portions of the Maguuma Jungle that have mysteriously dried out over the years. Although this is commonly attributed to the Elder Dragons, there may be other agents at work.

Likely the Northern Shiverpeaks will be separate from the Southern Shiverpeaks and/or the ‘Shiverpeaks’.

Southsun Cove counts towards Krytan Killer. Labyrinthine Cliffs also counts towards Maguuma Killer. Strangely, Dry Top does not, which means that it either counts towards its own distinct region we haven’t discovered yet, or it counts towards some weird region like Ascalon/Shiverpeaks/Orr.

Being in proximity to the Maguuma Jungle does not make it part of the same region. The boundaries are somewhat arbitrary.
Dry Top is in the Maguuma Wastes region, currently the only such zone.
Yeah. One would think that Southsun would be part of its own region, like “Sea of Sorrows”. But instead, it’s in Kryta…
I still think it would have made more sense to have Dry Top be part of Maguuma rather than the Maguuma Wastes. Maguuma and Ascalon are the only two regions that do not have level 80 maps.
Dry Top has a unique background on the character select screen, too.
As does Southsun Cove. But as I said, it counts towards Krytan kills. :P Dry Top being part of Maguuma makes more sense than Southsun Cove being part of Kryta.
Actually, didn’t somebody say that the loot drops in Maguuma Wastes, so far, are using the Kryta drop table?
Seems to me like ANet just haven’t thought this through. I reported this, too, a couple of weeks ago.

I have noticed that Rare and Exotic drops in Dry Top use the Aureate and Ceremonial skins, yes. BUT… I did once get a Tribal drop there too from a lockpick chest, so it might not be a sure thing. (Unless the lockpick chests use their own loot tables.)
It counts toward world completion (for those not aware). As my completion went from 100% back to 99% until entering the dry top region.

There is a new poi that counts now towards world completion. It’s in the area in Brisbane before the portal to dry top though, the Tangle Root outpost. That might have been what registered.

Was not until I killed the vines & entered into dry top’s first poi that my world achievement went back to 100%.
Hmm…they would have to use one of the existing loot tables, unless they created a whole new set of items for Dry Top (and whatever areas will be associated with it). This may come, some day. Maguuma Wastes might get its own weapons/gear theme. If it did, I imagine its mobs would get their own category, as well. With associated achievements, etc.

After you kill the vines you are still in Brisbane wildlands. It’s a new area they added to Brisbane called Tangled Root, and it has a new poi that belongs to that area. Dry Top doesn’t start till you go through the portal that is in Tangled Root. I suspect you were in this new area and thought that last, new poi in Brisbane was the first poi in Dry Top.
This I think is fairly easily checked. Run a different char there and bypass the new poi so it doesn’t register. Check the map completion level, go through the portal and see if map completion increases. My Ranger had 100% and I’m pretty sure he hasn’t been there. I can run him there and check later on today.

Settle down everyone….report this as an in-game bug and it will eventually be fixed (but don’t expect some immediate hotfix). I seem to recall Southsun had a similar issue for months (and there was stink about it being classified in Kryta, when they did fix it).
