OK, seeing as this has been posted in General, and the bugs section and went ignored its now officially an account issue,

There has been a game breaking bug introduced that when you are OUT OF COMBAT you cannot change skills, it happens in any instance in the game where you are transformed for the instance,

AC Path 3
Thaumanova Reactor Fractal
Urban Battlegrounds Fractal

Are just some examples, this has been reported a few times already, is it game breaking as the only way to fix it is to log out to char select screen, log back in, before you re-enter instance select the skills you want then rejoin your party, is this the NEW PLAYERS EXPERIENCE, Anet was aiming for????

How much longer do we need to go before this is acknowledged as a bug, and will be fixed, there have been several hot patches and 2 game updates since this bug was introduced and its STILL not fixed, this is totally shocking,

It wont be hard for an Anet dev to test this, just go into any instance that the game changes you and TADA broken skills.

It really isn’t an account issue. An account issue is hacked accounts, banned/suspended accounts, password reset issues etc. Those are account issues that cannot be addressed in game. What you posted is a game bug. It’s not based on your account, it’s game wide, which is a bug.
