Illusionary Riposte cooldown bug

The skill is not flagged Illusion summoning spell, therefore IC doesn’t reduce its CD. It’s pretty much intended.
IC reduces the CD of two weapon skills, regardless of the weapon combination.
Yeah, I posted this before, but I had to take it down, so I put this post up.
What do you mean it is intended? Did Anet say this? It summons an illusion, therefore it should count. According to the wiki (haven’t tested this) the scepter gets the cooldown reduced only if it blocks, which is strange, but it makes sense seeing as only when it blocks, the illusion is created, however is not reduced properly (another bug). These are annoying and ungrounded exceptions (that is if this is intended). They added IC to 25 points because it was too good of a trait to have so low on the tree, and that makes sense. If a Mesmer is spending so many points on that tree because they want that trait, it’s not honest, correct or appropriate to cripple it by making exceptions that are not grounded with the descriptions of the skills. Such exceptions not in accordance with the descriptions of the skills and traits are bugs and problems in the system that need to be fixed. If fixing means to appropriately reduce the cooldown, or take the illusion summoning aspects of these skills off, then so be it, or maybe the fixing means to reword Illusionist celerity by adding “does not apply to illusionary riposte and illusionary counter” which would be silly, but that’s the current state anyway.
I guess my point is I don’t see this as anything but a bug, since there is no rational explanations within the structure of the Mesmer Profession that supports Illusionist Celerity not reducing the cooldown of illusion summoning skills.
After doing further testing, I found that Illusionist Celerity does not decrease the cooldown on Illusionary Riposte and Illusionary Counter. However, the recharge tooltip does decrease when IC is equipped. This tells me that when the the tooltips were changed to accommodate the trait, these two skills were treated as illusion summoning skills, and their tooltip was decreased to reflect the change IC makes on them.
