Necromancer downed state bugged !!!

Necromancer in PvE and WvW has only a third of HP in downed state in comparison with other classes.

Its gamebreaking bug especially in WvW

I already posted thread here about this. I don’t mind more visiblity but bumping that one would be better idea.
