I searched the forum for this and found nothing so here it is.
When Signet of the Locust is used it gives 25% movement bonus.
When Locust Swarm is used it also gives 33% movement bonus.
When both are used you only have 25% movement bonus instead of the 58% bonus it should total to.

Oh also Devona’s Rest is the server.
Those swiftness bonuses are not supposed to stack.
Nothing can stack with signet of the locust and most speed boons won’t stack. 33% is the max for most swiftness anyway.
ahh if they are not supposed to stack then, they need to tell me on the skill description (Does not stack) But as it is now, it doesn’t say that (like some other skills do) and therefore is a bug as it leads me to believe the opposite of it not stacking. And I double checked this to make sure I wasn’t wrong about it not saying (does not stack). But also on a side note if it is not supposed to stack, when you use SotL passive and then use Locust Swarm, the higher movement speed does not take over.

I think it’s just a matter of perception, I have outrun people next to me many times while using SotL then hitting Locust Swarm. I pull away from them (this is when they are using their own passive 25% boost). Sometimes it’s hard to tell there is an increase unless you have something to specifically compare it to. And the reason it doesn’t state that the speed boons don’t stack, is because it’s a universal mechanic for the whole game. It’s like them not having to inform you that a condition removal removes all stacks on a condition, not just a single stack at a time. Those things are covered in the game guide that comes with the game (or the downloadable version) and it’s the player’s responsibility to review it before play. Not trying to sound like an azzhat, but that’s the way it is. You can also refer to the wiki for mechanics questions, and while it might not always be the perfect solution, most of the info on there is pretty legit.

Nay is right, locust swarm always takes over from the signet of the locust passive. I have run this trait/weapon combo on my necro forever in WvW, so I see its effect whenever I am running with a zerg.
OP is correct that it doesn’t stack though. I agree it should be noted on the trait/skill description.
