Every old and cheap forum software has this function.

Fixing things

There is a Sticky above that addresses some forum issues.

The ‘rating button’ is addressed in News and Announcements.

I’ve no problem using the Permalink on merged threads. Check to make sure the link does not send you to one of the archived threads, though.

You can also Google other Dev responses.

Yup, as stated there is a sticky thread that addresses these issues. Also, once a dev stated why they haven’t fixed the search (and whole forum yet) but to summarize it is because they used a software from a third party company that’s no longer maintained. Nobody from Anet was able/could fix the issues like the broken search because they don’t know its internal working and nobody was able/had chance to learn how stuff works yet.
