When reading the tooltip and especially the very last bit it sais “Max 25 stacks; ends on down”. This suggests it should stay when login out and in or changing maps but it doesn’t. In fact, it actually gets removed upon changing zones or even login out and back in, is this intentional? I hope it is not, if not then please fix either the bug so it stays UNLESS you actually enter downed state or fix tooltip to list the other actions that remove the 25 stacks as well. This might be the case for the other 25 stack sigils as well.

This is the case for all the On-Kill 25 stack sigils.

I really hope they will fix it because it is annoying to loose those 25 stacks without getting in downed state.
