This is a REALLY bad idea!
And I hope Anet does not dare to recommend such bad practices.
It’s absolutely sufficient to have write permissions to the game folder and other locations where the game needs to store settings while running.
Any non administrative software that “requires” administrative privileges to be run is either very badly programmed or wrongly installed. You shouldn’t run it but delete it from your hard drive asap.
Administrator privileges wouldn’t be needed indeed. In fact, it sound like some issue with cache files, try to cleaning them.
To do so, close the game and then go to "C:\Users\<YourUsername>\AppData\Local\Temp" or simply type %temp% in any address bar or in the Run dialog. It will open your Temp folder and inside it look for a folder called something like "gw2cache-{<bunch of numbers and letters>}". Simply delete that folder and restart the game, check if TP will load properly.

If you are very comfortable with messing around system settings, you could set up and use Google Public DNS.

Hmm, since it could be an isolated case I would suggest contacting Customer Support before messing up with system stuff. We can only guess but they could pinpoint the issue better than us.

No, you don’t need anything. Both TP and Gem Store (then the HoT purchase) uses a build-in web browser that’s already come shipped with the game. You don’t need any external tool or install anything. A thing you could do if having issues is clearing its cache.

Late reply but well, if you delete that file the game will acquire it again when you launch it. If it doesn’t do then using the repair option should do.
Your best bet is trying to contact Customer Support and get them working with you on this.
