I have confirmed this bug with at least 5 other people:
When you unlock collections using items such as hylek tongues, grawl paws, krait scales etc, you can immediately unlock 1, 2 or 3 tiers depending on how many skins were in your wardrobe. However, the first two tiers that are supposed to reward one achievement point each DO NOT reward any points and DO NOT appear in the recently completed achievement list.
If you had all items unlocked, you get tier 3/3 and the achievement does appear in the recently completed but only awards a total of ONE point. This means that only the third tier is functioning correctly and the first 2 need to be fixed.
This does not happen for “hidden” achievements but only seems to concern “unlockable” achievements. An ingame report with screenshot has of course been submitted.

Can confirm that points for unlocking skins are not retroactively rewarded.

I double-clicked the Krait Scale, and I only got the final achievement point awarded; nothing for tier 1 and 2, which the game thinks I skipped by being too awesome.

I too had this issue, only got one point instead of three when I found the Hylek tongue. I had all the Hylek weapons already crafted before finding the tongue.

I can also confirm the first 2 tiers of grawl, hyler, krait and ogre collections awards 0 AP. 3rd tier awards 1 AP.
