And.......... the LAG is back
Somethings to think about.
This is not FFXIV or LTRO, their servers are in different locations from GW2. The path taken to get to each server is different. The only thing in common with everything is your ISP. According to you, you already talked to them, that is good. There are (2) static points in your connection to the GW2 servers, your ISP and the game server. The route between your ISP and the game servers can routinely change due to things outside of both GW2 and your ISP’s control. Run a trace route to the IP of the map you are in and you will see every point the connection passes through and you will also see the ping at each point. This will show you where the problem is.
If the problem was on Anet’s end, then every player would have the issue.

Your understanding and insight of how this internet thingy works is amazing. And although your post was completely unhelpful or necessary I do appreciate it.

Actually, you do need to run a trace route, so you know who to talk to about the issue. That’s how the internet works. After running it, you’ll see where the issue lies, and only then can you blame the correct party. 99% of the time, it’s the 3rd level areas that are having issues, which is outside of both your ISP and Anets control. Though your ISP tech support will have the ability to let the 3rd level know the issue and tell them so it can be fixed.

See that’s the problem with the internet thingy, 99% of the people who post Anet fix your stuff because it’s not my stuff, really don’t have an understanding on how things work. You post on a public forum and bash the help you are given. If you want specific Anet help, file a support ticket. Have a good day.
