I got an update on my case, I had the Credit Card and Paypal problem too where I couldn’t buy anymore gems. They told me exactly what they told everyone else, something to do with there payment security… yada yada. They contacted me and told me I could buy gems for 24 hrs, but that still didn’t work.
They contacted me today again and told me that they didn’t take the necessary steps to allow me to purchase gems. They took those steps and gave me 48 hrs to buy what I wanted, so now I can buy gems Finally! But its only a temporary fix :/ I hope they fix this problem soon, its a pain in thekitten /p>

NCsoft Payment Review
I experienced a weird character slot expansion bug as well. I already submitted a bug report in game but thought I should post it here as well.
I saved up enough gems to purchase a sixth character slot, went to the gem store and the upgrades tab was empty so I did a search for it. That brought it up with a few other items.
I purchased my slot, received the message about items coming in my mail, got no mail so logged out to check the actual character selection screen. I now appear to have 8 slots so it gave me a couple extra ones with my purchase it seems.
I bought three character slots and the digital deluxe upgrade in quick succession. My first character slot was fine and it gave me the ‘success’ message and I proceeded to buy the other two and the upgrade, but it seemed they didn’t register and no gems were deducted. When I closed the game and logged back, all of my gems had been deducted. I received the deluxe upgrade and only one slot.
Still haven’t got my other two slots.

I tried buying the digital deluxe and I didn’t get the stuff, so in trying to figure out if I successfully bought it, it ended up charging me for two digital deluxe with still no stuff.
I received the items about a day later, but I’d like my 2000 gems back for the double purchase of digital deluxe. Also, I suggest making upgrades like that be only charged once, like you did with the unlocks in GW1 in-client store.

Have made gem purchases in the past without issue.
Now my 3 cards are being rejected as is paypal. I have contacted my bank and there is no issues whatsoever with the cards or the account they are connected to.
I cant purchase gems either, through paypal, debit, or credit. It worked the other day…

I purchased gems during the start of the game (in or around the headstart), and have been unable to purchase them since. I’ve tried my own debit card, that of a family member, a separate credit card, and Paypal, with no success. Every time I attempt a purchase, I receive an error message saying that my card approval has failed, and to either try again or contact support. In my attempt to do the latter, I filed a support ticket (Incident: 120904-005178), but have yet to receive a response after several days. I’m hoping that this post will resolve the issue, and any help would be greatly appreciated. Thanks in advance!
Case 120907-002549. Similar to others, cannot purchase gems using card. Vendor indicates no attempted transaction. Card was previously used successfully during head start.
Well, if that’s true then NCSOFT blocked me ’cause i still cannot purchase gems.

I tried buying the free Celebreation Hats on my new characters and I just don’t receive the mail letter.
I must’ve tried 20 times, my purchase history is full of hats but I never received any.

Like some others here, I’m having problems buying gems in the gem store. The process is as follows.
1. I select the amount of gems I want to buy.
2. I select a payment method (Paypal).
3. I click “Next” and enter my details and yes, I’m entering them correctly.
4. I click “Next” and is taken to the Paypal “tutorial” screen.
5. I click “Proceed to Paypal”.
6. A screen pops up saying “You’re almost done! Please wait while we transfer you to Paypal”.
7. Another screen pops up saying “Finished! Thank you for your purchase”.
GW2 is supposed to open up a Paypal window in my web browser, but it doesn’t. There is no actual transaction taking place. This seems to be the spot where the process fails.
I will repeat this for clarity. GW2 never opens up a Paypal window and no transaction takes place, despite the message claiming otherwise.
I use Paypal for purchases frequently, so it does work. I have not tried buying gems with a credit card, because I don’t trust the system enough to feed my card into it. I am in a strange position where I’m trying to give ArenaNet money, but they wont let me.
I have opened a Support ticket about this and received what felt like a canned reply, where it seemed like the person (or bot) that replied never actually read my message.

I haven’t sent a ticket yet, but I’m having the payment authorization issue as well. Nothing is working, just got a new debit card.

Nothings changed. I´m still willing to buy gems, but time is ticking.

My ticket from the 31st is still unanswered. Seven days and not even a canned, copy pasta’d response for my troubles.

This began on 9/4/12 and I am still waiting for assistance. I would like to buy more bank space, as there isn’t nearly enough. I hope support doesn’t suggest i buy another account or credit card simply to buy gems for this game, because it isn’t gonna happen.

Here’s a quote from the president of ArenaNet, Mike O’Brien:
“From a player’s perspective, RMT companies have all the wrong motivations: the more money they make from selling gold, the more they spam ads in the game, run bot networks to farm gold, and hack accounts to loot them for gold. Conversely, under our system, players have all the right motivations. If a player buys gold from another player, he gets the gold he wants, the selling player gets gems she can use for microtransactions, and ArenaNet generates revenue from the sale of gems that we can use to keep supporting and updating the game. Everyone wins.”
Now, consider this: If players are unable to buy gems to trade for in-game conveniences, where will they turn to?
This is for inspiration so that you can get this issue fixed for all players ASAP. You can generate more revenue from the sale of gems, and players can avoid RMT and the risks involved. Everyone wins.

Update on my issue:
They sent a response saying that I can purchase gems for 24 hrs. I did so, and purchased 4000 gems (extra, so I dont go through this mess again).
My issue is that I am currently living and playing overseas but used my US Paypal info to pay, which their support guy said was the likely reason why I was flagged.
My question is, outside the 24 hrs, what are we supposed to d if we want to purchase more gems?

Worst customer support of all time (befit for the worst launch in MMO history). I’d love to pay a lot of money (so they can hire more/more competent people). But alas, they won’t let me because of some anti-fraud system developed by a monkey.

Dont complain,after almost 10 days today,all i got is we need to transfer you to our billing departments.
They arent looking into this issue because theres already too many people buying from it,hence the overload on their system,reason why some arent receiving their items.So why would they try to sort this problem out to allow even more people to totaly crash their system.First fix the system,second allow more people to acces it.
Thats why it prolly wont be fixed until at least 1-2 more week.

Sure. Those people certainly were:
- Americans, so they were able to snatch the best names a few minutes before Europeans could log in
- Not guild leaders, so they wouldn’t be cut off from their own guild for the first 3 days
- Or actually unguilded, so they wouldn’t mind that pretty much every guild feature would not work in the first week
- Not very sociable, so that not being able to group would not bother them
A lot of people actually. I would really use the word PERFECT here. Since perfect could not be any better. Really fitting to describe GW2’s launch.

I just tried what a couple of people suggested and tried buying lower packages of gems, no dice, still threw an error with PayPal.

I managed to buy gems once via pay pal, now I am unable to buy them any more either using pay pal or two different credit cards directly.
Submitted a support ticket number 120906-006002 two days ago.
Not heard anything since.
I’m having the same issue and support isn’t helping me. I was able to buy gems when the game first came out but since then I can’t. All cards/paypal have more than enough funds as well.
