1. Lock FreeTranfers toTier 1 servers. Open Free Transfer from Tier 1 servers.
2. Open “2 week waiting” FreeTranfers to and from Mid Tier Servers.
3. Open Free Transfers to all Lower Tier Servers and lock from Transfer.
This would balance WvW after a few months, then Anet could lock all Transfers and implement a payment tranfer only To Tier 1 servers and leave the Lower Tiers open for free to Transfers.

This is exactly the problem.
How long will this continue to happen? I can’t see a logical reason for letting the Free Transfers persist.
Ex: My server sucks! Ohhhh Free Transfer every 24hours, Sweet! Now I’m a winner!
Simple solution = Stop Free World Tranfers
