Skill point challenges are no unlocked until Level 13 for new account characters. You will be able to complete them after you have leveled your character up a bit.

Hi, I’m new to GW2, started a few days ago but I’m having a problem with the first norn challenge, Issomir’s body is not giving me the point, it has an arrow above his head but never gets fully blue.
