Team arena will match teams based off the average MMR. Solo arena will grab a poll of players based on individual MMR, and then put them into two teams based on that MMR.
When did it change to a separate MMR system? I know pre-launch it was based on your total glory (See here @ about 24 minutes), which is more about total games played than a win/loss ratio.
