It isn’t enough to just learn the Tempest Traitline. You need to choose it as one of your 3 Specialiations in the Hero Panel under Builds (Just like Fire, Air, Water, Earth or Arcane).

The increased critical hit chance isn’t reflected in the hero panel, because the trait just increases the chance for the 3 main hand skills. Instead the additional crit chance is added to the tooltips of those skills.
