I’m still wondering how I am dodging this problem on both my laptop and desktop.
You have a pretty powerful setup, truth be told.
That’s weird, though, ’cause people with somewhat less beastly rigs are experiencing this issue, whereas you are not. Very curious.

Support says it’s a hardware problem – even though the problem appears only in GW2, only right after the Jan.12, patch. All other games are running with no problems.
Did you find any solution?
That’s support for ya. It’s the same in many MMOs. But I think that’s just standard procedure to troubleshoot, ‘cause the problem could indeed be very well hardware-related. But if a lot of us are having a similar issue, and said issue stems from a recent update, it’s fairly obvious that it’s not a hardware problem (although in one thread, it was an actual hardware issue). Maybe the problem will be rectified with the upcoming content patch? I’m hoping so.
A 2.0 slot is plenty for a PCI-E 3.0 GPU but that’s not the issue. Often times that PCI-E 2/3 is stuck at 1x or 4x link speed(where it rests when idle) instead of 8x or 16×. That’s where the issue arises.
And dozens upon dozens of times, it’s only an issue that shows itself in Gw2.
Ask a Tech Support regular like Beldin or Behellagh. It’s a pretty common issue since Win10.
Ah, I see. I wasn’t aware of that at all. Odd. I’ll look through the other posts about this same topic, see if Beldin or Behellagh have chimed in on matters. Thanks for your insight!
EDIT:
Here’s a screenshot with GPU-Z and CPU-Z active. Typically, in that specific area, I get about 30~40 FPS, believe it or not, in fullscreen and in windowed fullscreen. Mind you, this is in auto-detect, I didn’t mess with the settings.

It’s something with the last update they pushed, from what I’m gathering in the other posts with the exact issue you are having. I have the problem as well. Hope it gets addressed sooner rather than later.

I thought maybe it was my CPU, but then I remembered that, before whatever update swung by, GW2 would play wonderfully on auto-detect settings. So I know it’s not my AMD FX-8150 3.6GHz or my Gigabyte GeForce GTX 950 2GB — or even anything wrong in my system. Something went haywire, obviously, on their end, and I hope it’s resolved. Would really like to get back into the fray.
I have all power settings set to high performance. While I have a 3.0 GPU and a 2.0 PCIe slot that it’s in, I don’t think that’d matter. Every other game I play is fine, even the typically erratic Wildstar.
I just got back into GW2, just to find that the FPS is horrible. Thought maybe it was an issue with nVidia drivers, but I’ve found no recent reports on problems with them. While I do use an 8-core CPU, the last time I played GW2 and used “auto-detect,” FPS was just fine in the outside world and in cities. Now… even on potato settings, the performance is awful. What on earth changed?
