Can confirm, just tested with some of my own guildmates.

The base 33% snare resistance does work, but the additional 33% you’re supposed to get while in shroud does not.

Repro steps:

1) Equip any healing skill, Mantra of Resolve, and Inspiration specialization with at least Mender’s Purity unlocked. Do NOT charge Mantra of Resolve.

2) Use your healing skill

3) Mantra of Resolve should now be on cooldown. This occurs even if the skill is already on cooldown – it’ll be set to full cooldown again.

Gotta watch Hack’s Bend try to justify this one.
