I found a workaround to the problem. HOWEVER, the bug still remains:
In my situation I had my weapon sets as follow:
1st Weapon set: Ghastly Greatsword with Superior Sigil of Speed
2nd Weapon set: Rare Sword and Rare warhorn, both with Superior Sigil of Speed.
I fixed my issue by replacing my 2nd weapon set with my Rifle. Now my Greatsword works as intended.
It seems there’s a bug that causes a conflict when there are 2 weapon sets with Superior Sigil of Speed equipped at the same time. It’s also possible that the same bug exists on all “on kill” sigils but I haven’t tested it.
Good luck
I have Superior Sigil of Speed on my offhand Warhorn (Cleric’s Warhorn rare lvl 80) which works on EVERY kill and gives me 10s of swiftness.
On my Ghastly Sword, it worked on the first kill then it stopped working permanently. I applied a different sigil, and then re-applied Superior Sigil of Speed. Same story happened again, it worked on the first kill, then stopped working permanently.
Appreciate your help, I love this sigil for map exploring :P
Guys I just solved the problem !!!!
The problem in my case was 100% related to the ISP I’m using. I live in Bahrain and use an ISP called Batelco.
Here’s how it went:
1. Download patch using my home Internet connection. Failed. Using the ISP (Batelco)
2. Tried connecting to a different internet connection using my mobile phone hotspot. Failed. My mobile phone has the same ISP (Batelco) that my home internet connection uses.
3. Tried connecting to the internet using my wife’s mobile phone which uses a DIFFERENT ISP (Zain). Surprise, everything worked fine and I finally got the last file!!!!!
Now, why does the last file get stuck like that? Is something really honestly beyond me…
I’m really just happy that my speculations were correct and solved my problem
Well I didn’t exactly solve it, I just workedaround it :P
TLDR; Try connecting using your mobile phones’ hotspots and download the remaining files. It’s definitely worth a shot.
EDIT:
I JUST SOLVED THE PROBLEM by connecting to the internet using my mobile hotspot. I explained this in the thread below.
Exact same problem here. My apartment PC as well as 3 of my parents’ PCs had exactly the same problem. I’m really not sure what’s the problem because we’ve been downloading patches just fine before and had no issues.
Solution I did is in this thread:

(edited by BigPotato.5102)
EDIT: Solution found! Read my 2nd post below.
Download reaches like 99% and then gives this message “Download failed! Please check your internet connection and try again. (2)”
Me and 4 other family members are having this problem as well only since the latest patch on 16.Nov.2012, same problem here occurring on 17.Nov.2012.
It’s important to note we NEVER had this problem with any previous patch. Only this latest patch.
I think that, in my case, its something to do with my global position. I live in Bahrain. I remember reading that some people who flushed their DNS got this working.
What’s weird is that I’m having the same issue in my apartment PC, and in my parent’s home. We both have ADSL connections through the same ISP (ISP name is Batelco).
Now here’s the really really weird bit. We have 5 PCs at my parent’s home that have Guild Wars 2 and surprisingly one of them had the patch working perfectly fine.
So for now, what we did is copy the files to the other PCs and the game obviously worked. Only that I didn’t copy the game files to my apartment PC… and as of now I’m still getting this error.
I read elsewhere that a lot of problems come from AVG Antivirus being installed, I tried disabling it but it didn’t help. I’ll try to completely uninstall it and see what happens.
