I have a newbie crafting question too. If i delete a character that has a crafting skill of 400 will i lose it from my achievements

Quick noob question can you stop a building queue and if so do you get the influence back.

Hello I’m new here, Have managed to get a character to level 62 so far. Today I saw a guy covering huge distances in a blink. Is that a skill or latency problems. He was moving faster than a speed potion. So if its a skill can you let me know. I did ask him but he ignored me.
