I cannot access my third craft on my character. It doesn’t show in Hero/Crafting pane. And I cannot see any recipes when on crafting station. I bought an Additional Crafting License.

I bought an additional crafting license a year ago. I was able to level up weaponsmith, at first, but not anymore. My first two crafts are fine, not my third. Also, on my Hero/Crafting pane, I can see my first two crafts, Tailor & Jeweler, but not my third craft, Weaponsmith; I cannot pick this from the drop-down list.

Anyone have a similar problem? Has the new patch or Heart of Thorns change this?
