Simple is that, Son of Svanir is too powerful and dont want to share their reputations with other high group (like flame legion) i think. On the other hand, Flame legion need blacksmith and engineer source (as you can see CoF p1, they kidnapped a iron legion engineer for forge the weapon), so Dredges are the best choice for the Flame legioni think.
