I am no programmer, but I think an idea like this would actually be more difficult to implement. They would have to re-write a lot of the game to allow people to switch between modes at character creation, and to make it fair, they would have to allow current characters the option to choose too.

It would probably be easier for them to develop a new game entirely. Something like this, I think, would have to have been in the works from day one of development me thinks.

Then, i don’t know, escalate it to a new account type? Or a new game server? That features elevated exp rates on monster kills and reduced on events and quests.

Way to fix the game.

Just add a method of selecting your gameplay style when creating a char.
Make 3 possible gameplay styles :

1: Guild wars Original
It features the current way stuff goes in GW. Run around, do events, get quests, do quests, craft for exp, pvp for exp.
TL;DR
Quest/Events/Crafts give most exp, grinding gives lowest
2: Classic MMO
Quest/Events/Crafts give lowest exp, grinding and main quests give highest exp.
Monsters drop more loot ( usable loot)
3: Hybrid
Self explanatory.
