Can you use mods?

Game Rules 8 and 20 state :

8. You may not modify any part of the Guild Wars 2 client or server software. Also, you may not modify any part of the official Guild Wars 2 websites, other than the official Guild Wars 2 Wiki in accordance with its terms and conditions.

20. You may not use any third-party program (such as a “bot”) in order to automate gameplay functions, including playing, chatting, interacting, or gathering gold or items within Guild Wars 2. You may not assist, relay, or store gold or items for other players who are using these processes.

Speculation :

Rule 8 basically states (in the way I see it, others seem to read it differently) that I can not mod any part of the client or the server software. Sure, so this means I cannot go into the game files themselves and alter them in any way, nor use a program that would allow me to do so actively (a hack client). However I feel that this leaves the possibility for third party programs to be used.

Now of course I cant just use ANY third party program, if that program were to (according to rule 20) automate game functions, then it would not be allowed.

Conclusion(?) :

Now all rules considered, they have clearly stated that I cannot alter the game files, and I cant use third party programs that automate my game. What about third party programs that do not alter game files? Overlays? That sort of thing.

Also as a more direct question for any admin that MIGHT read this, without naming any names of programs or where to get them, first person camera mods. All the ones I have found seem to add an extended camera option (see more) which I would agree is hack-status, but what about JUST first person, assuming that one of those programs exists.

Game devs have been quoted saying that they are fine with mods that dont give you any advantage over the other players, and as long as it doesnt affect the other players game play. At least thats what I read ? O_O

EDIT: I managed to find a hackless program, I would love for someone to confirm or deny whether or not using mods of any sort are completely disallowed.. As far as I was aware ANet had no obligations to modding. For those of you curious and in the event an admin sees this, I have refrained from using the mods until I have confirmation of ANet’s stance on them,

I have found several little gameplay mods that change the way you handle targeting of opponents, and things like that. However, I have also been searching for a mod that adds first person view to the game (Wanted exclusively so that I can explore my artistic side within GW2) however every client I find that has this ability ALSO has a crap tonne of game hacks in it…

I DO NOT WANT TO HACK, and even if I don’t use the program for the hack potential it has, I fear using the program to try and go first person

Anybody know any mod client that simply adds the ability to zoom the camera to head height? Or even remove my character model from my screen or something, I just want to be legit here.
