Recently noticed that speed buffs applied underwater are bugged and while the buff is visible provides no speed increase at all. This bug seems to only affect the boon when applied underwater and is not visible if u apply on ground and then move into the water. Furthermore, i noticed that once u surface and submerge again the buff corrects itself.
