The Norn don’t run slower nor have slower attack animations. They do have slower running animation to make up for their size (one step for them is nearly 2 steps for a human). All races run the same speed but the larger they are, the slower their movement animations will be. He never said that the Norn have slower animations. They are just way more noticeable. Meaning it will be harder to complete skills that have a longer casting time (long animated hits).
