we have the same problem on Riverside.
The best Solution would be to make one of the underpopulated servers to a russian one and make transfers free for this server and for people that want to play on it.
I have suggested this while beta(removal of the orange swords) and still support this. So yeah, get rid of them. It will spread out population and encourage small scale fights.

I have lag, too. It was only in Pve the first weeks. Pvp Was fine. Today Pvp and instances like AC are unplayable, but questing is mostly fine, except Charr starting area. It looks like partial lag problems. In some areas you have no problems while others are unplayable.
I am from germany. ISP: Telekom, server : Riverside.
It looks like internal Routing probs.
