But my ranger friend with only 700 power was critting for that 10 levels ago with a subpar bow. I dunno what it is.

Highest crit is a very very bad way to compare dps, or viability.

Why choosing axe over scepter? Scepter synergies way better than axe with condition damage.
Stack a few bleedings from scepter, use signet of spite and epidemic + well of suffering and let the damage flow.
Take a look at rune of the afflicted.
