Maybe they’ll succeed once or twice. Most of the time they’re going to be trolled by a couple of people sitting in turrets.
Achievements and skins are finite rewards – are you telling me that you would continue running the content after you get everything you want?
It’s not good enough to say ‘people would run it repeatedly’. Unlike champ farming, raid activity isn’t ‘people’, it’s ‘members’, and that makes all the difference. Beyond the initial couple of weeks’ interest, the amount of effort required to assemble and coordinate a large group of people would be too much.

Then why would you and 40-50 other people run this raid boss repeatedly? You wouldn’t; after you obtain your achievements / skins you would do something more productive with your time.
Your model suffers the same problem; after 1-2 weeks of Tequatl, no one will ever go back.
The problem with Shatterer, and many of the boss fights, is that they’re more boring now. Do ANet play their own game?
Previously, I could stand by Shatterer’s right claw, auto-attack for two minutes and receive a reward. In buffed version I stand by Shatterer’s right claw, auto-attack for five minutes and receive a reward.
A more interesting change would have been to buff the HP and damage-output of his adds; they should represent a danger, not trash that dies to incidental AoE within a second of spawning. To keep the group mobile, Shatterer should be casting some ground-based AoE.
Mechanics are interesting. Increased HP – usually not.
