You can totally use shields. I would just alter that build I little bit. For starters, That elite is neat, but overall not really worth it. Sure it heals allies 100% but have an enormous cast time. The passive heal only ticks every 10 seconds and depending on your Healing Power, it won’t make a difference in a fight. I feel that Feel My Wrath is a better option because that quickness is so sexy and the cool down is much better.
Those over two signets Mercy and Judgement can totally be replaced by a consecration or shout to benefit the whole team. Sure signet of mercy increases your healing power, but by 180 isn’t really something you’ll miss. My choice for a replacement would be a shout ( my favorite skill type btw) and I would go with Stand Your Ground, if timed correctly you can make your whole team very happy with that stability, the retaliation is just nice icing on the cake.
Signet of Judgment reduces incoming damage by a whole 10% which is super nice, but I feel that the guardian has enough healing to negate a need for this signet. It’s a little more selfish to take in a group anyway. It only affects you. The retaliation it gives is nice too, but we have our shout for that now which lasts longer than 3s weakness to enemies is nice as well, but can be done by another member if needed. Not to mention once you use that signet, that passive isn’t in effect This is where I would use a situational utility. Fighting a ton of ranged guys? Wall of reflect is your best friend, not able to handle conditions? Purging flames can help with that. Not to mention it’s a sizable fire field that your team can capitalize on to blast finish some might stacks. I use hallowed ground if I have trouble with no backs and my shout just isn’t cutting it.

I would not use spirit weapons. The only one I might use would be the Shield to help with projectiles if I can’t handle them, but really with wall of reflect and assuming you want to use shield with it’s 5th skill, you should be just fine. If you wanted to use the bow to cure conditions, I’d use save yourselves or place purging flames.
So this last utility would be up to you and what’s going on. You could put another shout or consecration here to fit or really anything. I’d call this slot the super flexible one.
As for the heal skill. For a group, I use receive the light, it’s only on that heals your allies too. But with mace 3rd auto and Symbol of faith from mace 2 skill, and popping shield 5 early for some heals too.

I guess you could use sword and shield. From what I remember, sword has some pretty decent dps, just sword/focus was more reliable. So you won’t be getting the best dps, but for pve, you should be just fine. Shield 4 gives you aegis and protection which would add to your survivability and shield 5 is okay against projectiles, but a reflect is better than an absorption of projectiles. I personally like the focus for the blind and shield it gives, and with the right trait, it’ll give you protection like shield just minus the aegis.
