I know it works in PvE. I couldn’t get the arcane t3 dodge + boon thing to work in Mists either….
The ability works for me, you will see the might buffs on your character after casting fire spells.
Are the runes in your weapon wrong?
You have to cycle through pretty much all of your abilities to kill something. The water has a few attacks that do a lot of damage and should be used on CD. Use the knockback / ice wall first, blow it up. Then use the 5 skill to dive to the target and do massive damage. After this swap to lightning and use the stun box / air bubble to put distance on the mob. Go back to fire and use those abilities (#4 for a cripple, then #2 for the aoe heat). So your water skills should be back up if you need them to do big damage again.
From what has been gathered… a legendary takes 100% exploration, 500 pvp tokens, 525k karma, a lot of gold, and getting the precursor weapons / luck.. So yeah I doubt anyone has one yet.
The Elementalist elite skill – Glyph of Elementals – does not benefit from traits. For example, the air traits Quick Glyphs (20% reduce CD on glyphs) and Inscription (grants a boon when casting a glyph) do not provide their bonuses. While with Quick Glyphs the tooltip updates for Glyph of Elementals (120 seconds to 96 seconds), when the elemental dies or despawns, the CD of the ability starts from 120 seconds.
